Chris was educated at Manchester University and the Cranfield Institute of Technology, gaining experience in both systems and general management during the 1980's and early 90's as a business analyst, line manager and a management consultant, complementing his skills in formal database design and project management.

In 1993 Chris co-founded PDMS, focusing on delivering business solutions through a project based approach to software development and consultancy.  Chris has since seen the company grow from a two man consultancy into a mature multi million pound organisation.  Chris is also a Director of Partitionware, a PDMS partner that specialises in providing telecommunication services on a software as a service managed basis.

For many years Chris has been involved in a number of groups set up to provide advice on government policy in relation to IT, Communications and e-Commerce. He is a founder member of the Chamber of Commerce IT committee, and is also involved in the Isle of Man Employability Group, which is made up of people from industry, education and economic development, to align government policy and initiatives on education and training, with the needs of employers.

Similarly Chris takes a very active role in Junior Achievement (JA) on the Isle of Man – sitting on their Board and having served as a member of the JA Europe IT Management Board, which is involved in the implementation of systems across all of the European member nations.  Chris is also an elected member of the techUK Public Services Board for SMEs, writes extensively on both IT and general business issues and has recently gained a Diploma in Company Direction from the Institute of Directors.

Committed to supporting the growth of ICT businesses and their wider contribution to the Manx economy, Chris has been Chairman of MITCA since June 2012, with a goal of encouraging the development of relevant ICT skills in education and the workplace, supporting the commercial success of MICTA members, and promoting ICT as an economic sector in its own right.
